Third Generation Coast Guard Civil Engineer and Officer Retires

ALAMEDA, Calif. – Captain Virginia Holtzman-Bell, daughter of, Captain (U.S. Coast Guard retired) and Mrs. Edward B. Holtzman of Miami, Fla., retired in a ceremony presided over by Rear Adm. Robert E. Day, on Coast Guard Island Friday.

Holtzman-Bell is a third generation Civil Engineer and Coast Guard Officer, following the legacy of her father, and grandfather, Capt. George W. Holtzman. The combined time in service of all three add up to more than a hundred years of service to the Coast Guard from the Holtzman family.

Holtzman-Bell graduated from the Coast Guard Academy with Bachelor of Science in civil engineering, with honors, in 1981. She earned a Master of Science in civil engineering from the University of Illinois, in 1984, and is a registered Professional Engineer in the Commonwealth of Pennsylvania.

Holtzman-Bell’s first served as a shipboard engineer aboard the Coast Guard Cutter Dauntless, home-ported in Miami, Fla., and from there went on to serve as Civil Engineering Project Engineer, New Orleans, a Coast Guard Academy instructor at the Cost Guard Academy in New London, Conn., Executive Officer of Civil Engineering Unit Juneau, Alaska, Commander Coast Guard District Seventeen, Resource Planning Branch, Commander Civil Engineering Unit Juneau, Commander Facilities Design and Construction Center Pacific, and finally, Chief Civil Engineering Division Maintenance and Logistics Command Pacific, here.

Holtzman-Bell’s decorations include Three Coast Guard Meritorious Service Medals, two Coast Guard Commendation Medals, the Coast Guard Achievement Medal, Commandant’s Letter of Commendation, eight Coast Guard Meritorious Team Awards, the Coast Guard Unit Commendation, two Coast Guard “E” Ribbon Medals and six Coast Guard Meritorious Unit Commendation Medals.

Holtzman-Bell is married to Michael T. Bell and they are the proud parents of Michael Holtzman Bell and Kathryn Elizabeth Bell.

Holtzman-Bell will go on to take a Senior Executive Service position in Boulder, Col.
