CHARLESTON, S.C. — The U.S. Coast Guard will transfer a decommissioned 378-foot High Endurance Cutter to the Philippines at 1 p.m. May 22 at the Federal Law Enforcement Training Center, Pier Papa in North Charleston, S.C.
