PETERSBURG, Alaska — Lt. Kathryn R. Cyr will relieve Lt. Cmdr. Ruben E. Boudreaux as commanding officer of the Coast Guard Cutter Anacapa during a formal ceremony at the Sons of Norway Hall, at 23 S.
