Free Coast Guard Exams for Uninspected Passenger Vessels

SAN FRANCISCO, Calif. — The U.S. Coast Guard Sector San Francisco in partnership with the U.S. Coast Guard Auxiliary introduces the Uninspected Passenger Vessel (UPV) Five Star Program offering FREE no-fault courtesy examinations for UPVs.

The UPV Five Star program is designed to increase safety aboard all types of uninspected small passenger vessels carrying 6 or less passengers for hire. The program is voluntary and assists owners/operators in complying with Federal Safety Regulations as well as encouraging additional safety measures to further enhance the safety of passengers.

To facilitate voluntary participation, citations are not issued for non-compliance items. Vessels found to be in compliance receive a UPV Safety Decal that is valid for one year. Vessels are given a rating of one star up to five stars depending on the level of safety equipment onboard. A one star rating is awarded to vessels meeting the minimum federal requirements while a two to five star rating can be awarded to vessels outfitted with additional safety equipment.

Voluntary compliance may help reduce voyage inactivity time and help prevent voyage termination resulting from an at sea USCG boarding by verifying UPVs are in compliance with 46 CFR Subchapter C.
