Coast Guard Sector Baltimore to hold change-of-command ceremony

Mid Atlantic Coast Guard NewsBALTIMORE — Capt. Kevin Kiefer is scheduled to assume command of Coast Guard Sector Baltimore during a change-of-command ceremony Thursday at 11 a.m. at the Baltimore Cruise Terminal here.

Kiefer will relieve Capt. Mark O’Malley, who has served as the sector commander since May 2009, is scheduled to retire after 31 years of service.

As the sector commander, Kiefer will be the Captain of the Port from the Delaware border of the Chesapeake and Delaware Canal to the Virginia border of the upper Chesapeake Bay. The COTP enforces regulations for the protection and security of people, vessels, harbors, ports and waterfront facilities and has the authority to take appropriate action when proper safety and protective measures are jeopardized. In doing so, the COTP can enlist the aid and cooperation of other federal, state, county, municipal and private agencies to assist in law enforcement and protection of vessels and ports.

Kiefer recently served as the chief of the Office of Port and Facility Compliance at Coast Guard Headquarters in Washington where he was responsible for implementing Maritime Transportation Safety Act regulations nationwide.

Rear Adm. Steven Ratti, the commander of Coast Guard 5th District, will preside over the ceremony.
