Coast Guard refers unlawful sexual act charges against Coast Guard member to court-martial

CLEVELAND — The Coast Guard 9th District announced, Thursday, the decision to refer charges of sexual misconduct against a Coast Guardsman to a general court-martial.

Petty Officer 3rd Class Joshua M. Raymond is accused of violating Articles 80, 120, 128 of the Uniform Code of Military Justice for allegedly committing attempted sexual assault, abusive sexual contact, and assault consummated by a battery on a fellow service member during a party at or near Wauwatosa, Wisconsin, on or about Nov. 27, 2013.

The court-martial will be convened in Cleveland, Ohio, at a date to be set by the Coast Guard’s Chief Military Trial Judge.

Rear Adm. Fred Midgette, commander of the 9th District, referred Raymond’s case to a general court-martial following an Article 32 hearing, which is similar to a civilian grand jury hearing.

Raymond is an operations specialist assigned to the engineering department at Coast Guard Sector Lake Michigan, located in Milwaukee.

Charges are accusations against the individual, and the accused is presumed innocent. The Coast Guard is committed to a fair proceeding in compliance with the UCMJ. It is Coast Guard policy to withhold the identity of alleged victims.
