Coast Guard Participates in Port Response Exercise in San Juan

SAN JUAN, Puerto Rico -The Coast Guard is leading a multi-agency response to implement the preparedness plans of federal, state and local agencies during a two-day Port Response exercise Monday and Tuesday.

Port Response is a full scale security exercise by which Coast Guard Federal Maritime Security Coordinators, Area Maritime Security Committees and the Port Community continuously improve preparedness by validating information and procedures in the Maritime Security and Area Contingency Plans.

Port Response exercise participants will respond to a scenario Tuesday involving a significant security breach incident at the Crowley Liner Services terminal at Isla Grande requiring a coordinated response of federal, local and industry resources.

The objectives during Port Response are to effectively implement security procedures, physical and operational security measures as a result of Maritime Security MARSEC Level changes or receipt of threat information at port facilities. Federal, local and industry responders must exercise notification procedures; establish a unified command and validate roles, responsibilities and authorities to implement protective measures outlined in security plans.

Increased activity of emergency responders and emergency response vehicles will be noticeable Tuesday in the area of Isla Grande at the Puerto Rico Convention Center and the Crowley Liner Services terminal.

“Port Security and the protection of our waterways is a very serious matter and a collective responsibility,” said Capt. James E. Tunstall, Federal Maritime Security Coordinator for the Port of San Juan.” “This exercise will define our combined level of preparedness and our capability to work together in a unified way. It is an excellent opportunity to forge lasting working relationships with our fellow counterparts, to demonstrate our combined strengths and recovery capabilities, and identify areas for improvement.”

More than 25 federal, state and local agencies will also participate in the two day event.
