Coast Guard Cutter Juniper to hold change of command

NEWPORT, R.I. – A change of command ceremony is scheduled for the Coast Guard Cutter Juniper at the Newport Naval Station Pier two, 10 a.m., Friday July 31, 2009.

Lt. Cmdr. Jeffery S. Swanson, will assume responsibility as commanding officer of the Juniper from Cmdr. Richard J. Wester, in a time-honored ceremony that formally transfers authority and accountability from one individual to another.

Wester, who has commanded the Juniper since 2006, will transfer to his new position at the Newport Naval War College in Newport, R.I.

Swanson is arriving from the Coast Guard financial policy program.

Rear Adm. Joseph L. Nimmich, commander of the First Coast Guard District, is scheduled to be the keynote speaker.

The ceremony is designed to strengthen the respect for the continuity of command which is vital to any military organization. The culmination of the ceremony is reached when both officers read their orders, face one another, salute, and transfer responsibility of the command. This provides the entire command an opportunity to witness this transfer of responsibility and know that the officer directed to take command is doing so under the proper authority.

Coast Guard Cutter Juniper is a 225-foot buoy tender and was the lead ship in the Coast Guard’s Buoy Tender Replacement Project in 1996.
