NEW LONDON, Conn. — The United States Coast Guard Academy has lost its way, struggling with a climate of distrust and cynicism in which nearly a quarter of the cadets say they would not report a classmate who committed sexual assault, a task force reported on Friday.
Created last year after the first student court-martial in the academy’s 130-year history, the task force warned that the academy had to restore its focus on leadership and character in the development of Coast Guard officers.
