TWIC- Final Countdown for Los Angeles, Long Beach and Hueneme

SAN PEDRO, Calif. – There are less than 30 days until the compliance deadline for TWIC. Starting April 14, 2009, transportation workers must have the Transportation Worker Identification Credential to access certain port facilities within the ports of Los Angeles, Long Beach and Hueneme; April 15th for certain regulated commercial vessels. Despite warnings and efforts by the Coast Guard and the Transportation Security Administration to educate affected industries and organizations, there are still transportation workers waiting until the last minute to obtain a TWIC.

It is estimated that 67,000 transportation workers are affected by the Transportation Worker Identification Credential requirement in the Los Angeles ? Long Beach port complex. To date, about 52,000 or 78% of the workers have enrolled in TWIC and about 58% have activated TWICs. Once TWIC is implemented, terminal employees, longshoremen, truck drivers, vendors, agents and contractors without a TWIC card will be denied unescorted access to the region’s federally regulated waterfront terminals and vessels, in the same manner as has been done in over 40 other ports across the nation. Although there is a provision for escorting, it is considered an exceptionally rare circumstance for transportation workers. Those without a TWIC that require frequent access should not expect to be escorted.

It can take four to six weeks to obtain a TWIC. Those workers who have not yet enrolled, may not receive their TWIC by the deadline, and are urged to enroll as soon as possible. Applicants who have enrolled, yet have not received their TWIC, can check the status of their application by checking online at www.tsa.gov/TWIC or at a TWIC Enrollment Center where there are reportedly thousands of TWICs ready for activation. The best times to visit the enrollment centers are from 3 pm to 5 pm. Remember, only a valid TWIC will grant unescorted access; enrollment and “Ready for Activation” receipts do not meet the requirement.
