WHY NOT??? A rag sailor (and I am one) isn&#039;t exempt from the Rules to have a &quot;lookout&quot; and if he&#039;s solo that means HIM !

To tack back into the path of an oncoming vessel and make that vessel solely at fault ?????????</description>

		<description>I am unsure what meaning to attach to the statement that the tour boats engines were stopped seconds prior to the accident. Does that mean the engines were off, or in neutral, both instances allowing the boat to drift? It seems that reverse gear would have been prudent.

Also what action would the CG  have done differently if they had received the application for racing earlier than a few days before the event to prevent the accident. That statement smacks  of a CYA
pronouncement.</description>
