Coast Guard Atlantic Area, Defense Force East Change of Command

PORTSMOUTH, Va. (D5 Public Affairs) – A time-honored change of command ceremony for U.S. Coast Guard Atlantic Area and U.S. Coast Guard Defense Force East is being held at the Coast Guard Integrated Support Command in Portsmouth, Thursday at 10 a.m.

Vice Adm. Robert J. Papp Jr., who spent the last two years in Washington, D.C., as the Chief of Staff of the Coast Guard, will relieve Vice Adm. D. Brian Peterman who assumed command here in May 2006.

Peterman will retire to Tampa, Fla., after almost 36 years of highly decorated service.

Presiding over the Atlantic Area change of command will be Adm. Thad Allen, Commandant, U.S. Coast Guard.

Presiding over the Coast Guard Defense Force East change of command will be Adm. Jonathan W. Greenert, Commander, U.S. Fleet Forces Command.

Vice-Admiral Robert PappAs the new Atlantic Area commander, Papp will be the operational commander for all Coast Guard missions within the eastern half of the world, ranging from the Rocky Mountains to the Arabian Gulf. Within this area span five Coast Guard Districts, 42 states and more than 51,000 military and civilian employees, and Auxiliarists.

Papp will serve concurrently as Commander, Coast Guard Defense Force East, providing Coast Guard mission support to the Department of Defense and Combatant Commanders.

A 1975 graduate of the U.S. Coast Guard Academy, Papp also holds a Master of Arts in National Security and Strategic Studies from the United States Naval War College, and a Master of Science in Management from Salve Regina College.

From 2004 to 2006 Papp served as Commander, Ninth Coast Guard District, with responsibilities for Coast Guard missions on the Great Lakes and northern border. Hes also served on six Coast Guard cutters and commanded the cutters Red Beech, Papaw, Forward, and the Coast Guards training barque, Eagle. He has also served as commander of a task unit enforcing United Nations sanctions during Operation Able Manner off the coast of Haiti in 1994.

Papp is the 13th Gold Ancient Mariner of the Coast Guard. This is awarded to the Coast Guard officer with more than 10 years of sea duty, and who has held the qualification as a “Cutterman” longer than any other officer.
